Article 11 Sections 1
ACCOUNTABILITY OF PUBLIC OFFICERS
Section
1. Public office is a public trust.
Public officers and employees must, at all
times, be accountable to the people, serve
them with utmost responsibility, integrity,
loyalty, and efficiency; act with patriotism
and justice, and lead modest lives.
Nature of public office:
(1) A public office is
a public trust. (Sec. 1.)
It is not to be
understood as a position of honor, prestige and
power but a position of rendering service for
the public good and not for privet gain.
I like what this
author has shared for it reflects just what I
have gone through when ever in an immigration
office...they're not there to offer their
service, to those of us who honestly are asking
questions, but to have a position as in getting
honor, showing prestige as if their position
makes them someone where we have to appease them
and making it seem they have "power" when all
their position is is to help uphold the very
laws we want all to abide by, even those in
office, which is the constitution.
Accountability to the people
Section 1 enunciates the principle of public
accountability. It sets down in unequivocal
terms the mandate that all government
officials and employees, whether they be the
highest in the land or lowliest public servants,
shall at all times be answerable for their
misconduct to the people from whom the
government derives its power.
Even to the
foreigners that are to visit this country, the
government workers must show their willingness
to help if ever asked because even if this might
not be the visitor's country it will reflect
onto the people how the visitors have been
treated within the government offices, such as
the immigration, which will then in turn give
the people a reason to correct their officers.
Just like the workers reflects the boss, in a
business, so also the immigration, or other
government offices, can reflect the people
within "whom the government derives its power."
